Creates the Mississippi Gospel Music Commission to develop a comprehensive marketing plan for Mississippi gospel music and culture by January 1, 2021, with focus on tourism, academic study, archives, and economic development.

Commission composed of 15 members including directors from tourism, archives, arts, educational television, university centers, USDA Rural Development, four legislative members (non-voting), and gubernatorial appointees with cultural/tourism expertise.

Directs the Division of Tourism to establish a statewide "Mississippi Gospel Music Trail" infrastructure featuring historical sites and performance venues with structured tours for tourists and targeted groups.

Authorizes the Division of Tourism to designate and purchase "Mississippi Gospel Music Trail" historical markers with Mississippi Department of Transportation responsible for erection and maintenance of approved markers.

Commission members serve without compensation, must meet at least quarterly with public meetings, and shall submit a comprehensive state marketing plan to the Governor and Legislature before the 2021 Regular Session.
