Exempts the Division of Medicaid's personnel actions from State Personnel Board rules, regulations, and procedures through July 1, 2022, with all employees classified as nonstate service during this period.

Requires any employee hired after July 1, 2020, by the Division of Medicaid to meet current State Personnel Board employment criteria.

Mandates the Division of Medicaid executive director consult with the Attorney General before taking personnel actions authorized by this exemption to ensure compliance with applicable state and federal law.

Requires exempted state agencies to file annual reports to the Lieutenant Governor, House Speaker, and legislative committees detailing salary increases, employee dismissals or adverse actions, and new hires with starting salaries.

Takes effect July 1, 2020.
