Creates Section 1-3-42 defining "photo identification" to include valid tribal identification cards issued by federally recognized American Indian tribes containing a photograph, legal name, residence address, and date of birth.

Creates Section 97-7-77 establishing criminal penalties for counterfeiting, fraudulently altering, or misrepresenting tribal identification cards, with misdemeanor penalties for general violations and felony penalties for manufacturing/distributing counterfeit cards.

Amends multiple sections of Mississippi Code to recognize tribal identification cards as valid identification for: lottery ticket purchases, concealed carry licenses, hunting/fishing licenses, vehicle scrap sales, alcohol purchases, marriage licenses, pawnshop transactions, and precious metal resale.

Adds tribal identification cards to the definition of "personal information" in data security breach notification requirements and to identification requirements for computer crimes.

Effective July 1, 2020.
