Adds liability for negligently or carelessly allowing cigarette stubs or flammable materials on roads, highways, or private property to ignite grass or underbrush.

Changes maximum fine from $250 to $200 for first offense littering violations.

Requires second or subsequent offenders to perform community service, remove discarded waste, repair property damage, and pay investigative and prosecutorial costs.

Doubles minimum and maximum fines for second or subsequent convictions.

Effective July 1, 2020.
