Requires all health insurers operating in Mississippi to offer at least one comprehensive major medical health insurance policy available to all state residents within 30 days of the "operative date"

Prohibits insurers from excluding, limiting, denying, or delaying coverage due to preexisting medical conditions under the required policy

The operative date is triggered when either federal law repeals the Affordable Care Act or the U.S. Supreme Court invalidates the ACA

Exempts insurers that only issue limited benefit, disability income, specified disease, or Medicare supplement policies from these requirements

Requires the Attorney General to notify the Insurance Commissioner and State Department of Health when the operative date occurs
