Moves the qualifying deadline from March 1 to February 1 for candidates seeking nomination for governor, lieutenant governor, attorney general, secretary of state, state treasurer, auditor of public accounts, commissioner of insurance, commissioner of agriculture and commerce, state highway commissioner, state public service commissioner, district attorney, state senator, state representative, sheriff, chancery clerk, circuit clerk, tax assessor, tax collector, county attorney, board of supervisors, county surveyor, county coroner, justice court judge, and constable.

Requires candidates to pay assessment fees by 5:00 p.m. on February 1 (or the next business day if that date falls on a weekend or legal holiday) to either the state executive committee secretary, Secretary of State, or county circuit clerk, depending on the office sought.

Brings forward sections 23-15-213, 23-15-309, 23-15-977, and 37-5-9 for possible amendment without making substantive changes to those provisions in this bill.

Effective July 1, 2020.
