Amends Mississippi's 811 law (Section 77-13-9) to require utility operators to report the status of excavation work through the Positive Response Information System (PRIS) instead of written, telephone, or electronic notification.

Requires utility operators to notify excavators through PRIS when underground facilities have been marked, and to advise through PRIS if no facilities exist in the excavation area or if facilities can only be located by excavation.

Allows excavation work to commence before the full two-working-day waiting period expires if all identified facility owners have responded through PRIS indicating their facilities are either not in conflict or have been marked.

Maintains existing requirements for utility operators to investigate and report within two working days of receiving excavation notice, with up to four additional working days allowed if facilities require excavation to locate.

Takes effect January 1, 2021.
