House Bill 1337 Summary

• Prohibits municipal governing authorities from regulating or restricting the exercise of free speech or other fundamental rights in the immediate vicinity of medical facilities, hospitals, clinics, or other health care facilities without prior legislative approval.

• Applies the prohibition retroactively to any orders, resolutions, or ordinances adopted before July 1, 2020 that attempt to regulate free speech or fundamental rights near health care facilities, rendering such measures void unless specifically authorized by state law.

• Amends three sections of Mississippi Code (21-17-5, 21-19-15, and 21-37-3) to explicitly prevent municipalities from exercising authority over free speech and fundamental rights near health care facilities.

• Takes effect July 1, 2020.
