Establishes an annual cap on forgivable loans awarded under Mississippi's Teaching Fellows Program, beginning with the 2020-2021 academic year at 200 scholars.

Increases the program capacity by 200 additional scholars each year for four consecutive years until reaching a maximum capacity of 1,000 scholars by the 2024-2025 academic year.

Limits the program to awarding no more than 1,000 forgivable loans annually beginning in the 2024-2025 academic year and each year thereafter.

The forgivable loans provide $6,500 per year to Mississippi high school seniors who commit to teaching in the state's public schools, with loans forgiven after four years of teaching service.

Effective July 1, 2020.
