Prohibits school districts from paying public funds to organizations regulating high school athletics and extracurricular activities, effective July 1, 2022, until a new oversight structure is established.

Creates a seven-member committee (3 State Board of Education members, 4 legislative appointees) to decide by January 1, 2021, whether to establish a new not-for-profit corporation or select an existing one to regulate school athletics and extracurricular activities.

Required oversight organization must adopt bylaws ensuring transparent policymaking, monthly/quarterly financial reports to member schools, detailed fee justification, staff salary disclosure, and formal complaint documentation and resolution.

Allows school districts to pay funds to an approved regulatory organization beginning July 1, 2023, and permits member schools to compete against nonmember schools when both parties agree in writing.

Amends Section 37-7-301 to condition school board authority over athletic and extracurricular programs on compliance with the new oversight structure established by this act.
