Amends Mississippi Code sections 99-39-5 and 99-39-27 to allow a second or successive post-conviction relief application when a new state law has been adopted or enacted that would have adversely affected the conviction or sentence outcome.

Adds "adoption or enactment of state law" as an exception to the three-year statute of limitations for post-conviction relief motions in section 99-39-5(2)(a)(iii).

Modifies section 99-39-27(9) to specify that dismissal or denial of a post-conviction application is not a bar to successive applications when new state law would have adversely affected the conviction or sentence.

Applies to persons sentenced by Mississippi courts, including those currently incarcerated, on parole or probation, or subject to sex offender registration.

Effective date: July 1, 2020.
