Mississippi Transportation Commission shall establish a program allowing counties to expend funds on state highway projects where the State has already incurred substantial or all right-of-way costs, with the Commission reimbursing counties from supplemental legislative appropriations.

County expenditures under the program must be spent on state highway projects within that county, though multiple counties may coordinate on projects spanning their borders.

Maximum amount counties may expend and be reimbursed under this program in any five-year period is $200,000,000.

County participation in the program shall not result in any burden shifting from the state to the county for construction or maintenance of the state highway system.

Sections 19-11-27, 65-7-95, and 65-1-8 of the Mississippi Code are brought forward for possible amendment; the act takes effect July 1, 2020.
