Amends Mississippi Code to prohibit Madison County from including any new nonhazardous solid waste landfill in its solid waste management plan if located within one mile of an existing permitted landfill, unless approved by referendum election.

Prevents state agencies (department, permit board, or other state agencies) from issuing permits, grants, or loans for new nonhazardous solid waste landfills in Madison County within one mile of existing permitted landfills without referendum approval.

Creates referendum process requiring petition signatures from at least 20% or 1,500 qualified electors (whichever is less) to trigger election, with election held within 60 days of petition filing.

Requires 60% voter approval in referendum election for new landfill to be eligible for inclusion in solid waste management plan and permitting; if majority votes against, landfill may not be permitted.

Exempts proposed expansions of existing permitted nonhazardous solid waste landfills from referendum requirement; effective July 1, 2020 through June 30, 2020 (sunsets immediately).
