Authorizes the State Bond Commission to issue up to $20,000,000 in general obligation bonds for construction and relocation of the Mississippi State Veterans Home in the Jackson metropolitan area.

Creates the "2020 Mississippi State Veterans Home-Jackson Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may be issued at any time until July 1, 2024, with maturity dates not to exceed 25 years from issuance and interest rates subject to Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to bond repayment, with the State Treasurer authorized to issue warrants from general funds if appropriated funds prove insufficient.

Bond proceeds are exempt from state taxation and constitute legal investments for trustees, fiduciaries, savings banks, and insurance companies in Mississippi.
