Creates a special trust fund in the State Treasury designated the "Mississippi Veterans Cemetery Perpetual Care Fund" for administration, renovation, maintenance, and operation of Mississippi Veterans Cemeteries.

Principal of the fund remains permanently intact and does not lapse into the State General Fund at fiscal year end; interest and investment earnings are credited to the fund.

Expenditures from interest or investment earnings may be made upon requisition by the Executive Director of the Mississippi Veterans Affairs Board; expenditures from principal require a gubernatorial emergency declaration affirmed by the Mississippi Veterans Affairs Board.

Fund principal shall consist of an initial transfer by the State Fiscal Officer of monies to the credit of the Mississippi Veterans Affairs Board and monies transferred under another House Bill from the 2020 Regular Session.

Effective July 1, 2020.
