Amends Section 97-37-5 of Mississippi Code to replace the list of prohibited knives (bowie knife, dirk knife, butcher knife, switchblade knife) with a single category: any fixed blade knife that is 6 inches or longer when fully exposed.

Maintains the prohibition on felons possessing firearms, metallic knuckles, blackjacks, and firearm silencers or mufflers.

Allows convicted felons to regain knife possession rights through receiving a pardon, federal relief from disability under 18 USC Section 925(c), or a state certificate of rehabilitation.

Establishes a court process for rehabilitation certificates where felons must demonstrate they have been rehabilitated and pose no danger to public safety since completing their sentence.

Creates a petition process for individuals discharged from court-ordered mental health treatment to seek relief from federal firearms disabilities, requiring courts to consider mental history, criminal history, and reputation before granting relief.

Sets effective date of July 1, 2020.
