Requires Director of Driver Services Division, Director of Driver License Examining Bureau, and supervising examiners to meet qualifications set by State Personnel Board; prohibits active-service Highway Patrol officers from serving in Driver License Examining Bureau effective July 1, 2021.

Mandates driver's license kiosks be equipped with on-site printers, requires prominently displayed location signs at all license facilities, adds tutorial videos to Driver Services Division website, and makes "Wait Anywhere Appointment" system available at all license locations statewide.

Directs Commissioner of Public Safety to develop electronic format options for driver's licenses, driving permits, and identification cards by July 1, 2021, displayable on cellular phones or electronic devices.

Allows Department of Public Safety to accept driver education training certifications from State Board of Education-approved secondary school programs and parent/guardian/teacher affidavits certifying 50 hours of supervised driving in lieu of department-administered exams; permits off-duty Highway Patrol members to teach without education certification.

Establishes $10 reduction on driver's license fees if applicant brings required documentation but doesn't receive license within 2.5 hours; requires email and text expiration notifications at least 30 days prior; authorizes certified third-party examiners for commercial driver's license testing; allows CDL online renewals; moves sex offender registration appearances from driver's license stations to facilities designated by Department of Public Safety or electronic means.
