Authorizes the Commissioner of Public Safety to allow third parties, including private training facilities and certified third party examiners (CTPE), to administer commercial driver's license knowledge and skills tests, provided they comply with federal regulations or are CTPE-certified.

Grants tort immunity to certified third party examiners (CTPE) performing CDL testing under the authorization of this section.

Requires the Department of Public Safety to offer online commercial driver's license renewals provided they meet federal standards in 49 CFR Parts 383 and 384.

Mandates the Department upload medical card information to the Commercial Driver License Information System within 5 days of receipt and notify the license holder within 24 hours, with required acknowledgment from the holder.

Takes effect upon passage.
