Increases minimum transitional reentry center beds that must be contracted by the Department of Corrections from 100 to 800 beds for offenders released on parole, probation, or post-release supervision without appropriate housing.

Brings forward multiple existing sections of Mississippi Code relating to corrections administration for possible amendment, including provisions on Commissioner qualifications, department personnel, division structure, intensive supervision programs, parole, probation, and community corrections.

Establishes requirements for community supervision programs including earned-discharge credits for compliant offenders, graduated sanctions for technical violations, and earned probation provisions.

Requires annual training for Parole Board members based on guidance from national corrections organizations and mandates semiannual reporting to the Oversight Task Force on supervision violations, sanctions, and program outcomes.

Act takes effect July 1, 2020, with multiple provisions set to expire or be repealed on June 30, 2022.
