HB 1377 - Corrections Omnibus Bill

• Establishes parole eligibility for persons under age 18 at time of crime after serving 20 years, with mandatory parole board hearing.

• Requires violent crime offenders convicted after June 30, 1995, to serve 50% of sentence or 20 years (whichever is less) before parole eligibility; non-violent offenders must serve 25% or 10 years (whichever is less).

• Increases parole board voting requirements to at least three members for violent crime convictions and at least four members for sex offenses and capital murder.

• Requires victim notification and opportunity to be heard at parole hearings before release decisions.

• Repeals minimum time-served requirements for violent offenders and increases transitional reentry center beds from 100 to 800 for housing parolees without appropriate housing.
