Establishes Mississippi state minimum wage at $12.00 per hour, effective July 1, 2020, with annual cost-of-living adjustments based on the Consumer Price Index rounded to the nearest $0.05.

Requires overtime compensation at 1.5 times the regular rate for employees earning $455.00 or less per week and for manual laborers, police/emergency personnel, and workers whose primary duties are not management, business operations, or specialized intellectual/creative work.

Prohibits counties and municipalities from establishing their own minimum wage rates or mandatory vacation/sick leave requirements to ensure uniform wage standards across the state.

Brings forward nine existing Mississippi Code sections (7-7-204, 17-1-51, 23-15-239, 25-3-40, 37-7-307, 57-34-5, 85-3-4, 97-3-54.4, and 99-19-20) for potential amendment.
