Amends the Early Learning Collaborative Act to increase minimum funding for prekindergarten programs from $2,150 to $2,500 per full-day student and from $1,075 to $1,125 per half-day student.

Requires individualized professional development plans and classroom-embedded teacher support for all teachers and teaching assistants in prekindergarten programs.

Redefines "evidence-based curriculum" to require demonstrated statistically significant effects on student outcomes based on experimental, quasi-experimental, or correlational research studies.

Mandates the State Department of Education provide rigorous three-year evaluations of program effectiveness to the Legislature and Governor, with the first report due July 1, 2022, and requires the PEER Committee to submit independent summaries of findings.

Requires the Legislature to increase annual appropriations to serve 25 percent of the state's four-year-old children by the 2022-2023 school year.
