Adds new category (xiv) to "high economic benefit project" definition to include private companies establishing regional or national headquarters with at least $15 million in capital investments and creating at least 100 new employees over five years earning 150% of state or county average annual wage.

Clarifies that mixed-use developments with retail space comprising no more than 20% of total square footage are not prohibited from receiving Economic Development Highway Fund monies, even if they include retail components.

Allows Mississippi Development Authority to reallocate previously approved highway improvement funds to alternative projects within three miles of the original high economic benefit project, provided the original project was approved before January 1, 2016.

Takes effect July 1, 2020.
