HB 1390 Summary

• Increases the age limit for children who may be anonymously dropped off under Mississippi's "Baby Drop-off Law" from 72 hours to 7 days old.

• Expands authorized drop-off locations to include fire stations, mobile ambulances staffed with full-time firefighters, and emergency medical technicians or paramedics, in addition to hospitals and licensed adoption agencies.

• Allows mothers admitted to hospitals for labor and delivery to anonymously surrender newborns after birth while maintaining legal protections and anonymity.

• Permits hospitals to collect identifying information from mothers only for purposes of securing payment of labor and delivery costs, with special protections for minor mothers regarding Medicaid billing.

• Takes effect July 1, 2020.
