State Board of Education and Department of Finance and Administration must establish public school facility construction guidelines for local school boards to use in assessing and prioritizing capital improvement needs.

Guidelines must address health and safety, technology infrastructure, building site requirements, energy efficiency, educational program functionality, facility capacity, accessibility, and historic preservation of existing facilities.

State Board of Education and DFA Bureau of Building, Grounds and Real Property Management must contract with Mississippi State University School of Architecture to conduct a statewide school facilities infrastructure audit and financial assistance priority assessment.

MSU School of Architecture assessment shall evaluate facility condition, air and water quality, space requirements, technology accommodation capability, site requirements, five-year pupil enrollment projections, and annualized utility costs.

State Board of Education or DFA Bureau must establish a publicly accessible database to store and make available audit data while complying with federal and state privacy laws; effective July 1, 2020.
