Allocates $600,000 annually from the Capitol Complex Improvement District Project Fund to Hinds County: $250,000 to the District Attorney's office for additional assistant prosecutors, $250,000 to the Public Defender's office for additional assistant public defenders, and $100,000 for a reentry program.

Authorizes issuance of up to $4,000,000 in general obligation state bonds (with deadline of July 1, 2024) to assist the City of Jackson in funding construction, furnishing, and equipping of a real-time crime prevention center.

Establishes a "2020 City of Jackson Crime Prevention Center Construction Fund" within the State Treasury to receive bond proceeds and disburse them for the crime center project.

Makes debt service on the authorized bonds payable primarily from Capitol Complex Improvement District Project Fund revenues, with full faith and credit of the state pledged as backup.

Bonds mature within 25 years, are exempt from state taxation, and qualify as legal investments for state trustees, fiduciaries, and financial institutions; takes effect July 1, 2020.
