Authorizes issuance of up to $3,000,000 in state general obligation bonds to pay costs associated with repair and renovation of the War Memorial Building in Jackson, Mississippi.

Creates the "2020 War Memorial Building Repair and Renovation Fund" within the State Treasury to receive bond proceeds and disburse funds for the project, with unexpended amounts used for debt service on the bonds.

Grants the State Bond Commission authority to determine bond terms including interest rates (not to exceed limits in Section 75-17-101), maturity dates (not exceeding 25 years), denomination, and sale method.

Provides that bonds are general obligations of the State of Mississippi backed by the state's full faith and credit, with principal and interest exempt from state taxation and eligible as legal investments for fiduciaries and financial institutions.

Establishes that bonds cannot be issued after July 1, 2024, and authorizes the Department of Finance and Administration to oversee fund disbursement and project completion.
