Amends Section 23-15-361 to allow municipal election commissions to declare a candidate elected without opposition if only one person qualifies for an office in the general election, provided the candidate meets all qualifications and has filed required campaign finance reports.

When only unopposed candidates qualify for all offices on a municipal general election ballot, the election may be dispensed with and all candidates declared elected without holding the election.

Modifies ballot requirements to list only "opposed" candidates in municipal general elections, with unopposed candidates' names placed on the ballot only if another election is being held at that precinct.

Makes minor technical amendments to Section 23-15-309 regarding candidate qualification procedures and brings forward Sections 23-15-333 and 23-15-359 for potential amendment regarding ballot forms in primary and general elections.

Takes effect July 1, 2020.
