Removes home health agencies and home health services from Certificate of Need (CON) law requirements, eliminating the need for state approval before establishing or expanding home health services in Mississippi.

Repeals Section 41-7-202 regarding appeal procedures specific to home health agency CON decisions and consolidates home health appeal provisions under general CON appeal rules.

Deletes the definition of "home health agency" from the CON law definitions section and removes home health services from the list of health services requiring CON approval.

Amends related sections to remove references to home health agencies and services from the State Department of Health's authority to collect information and regulate CON activities.

Effective July 1, 2020.
