Authorizes municipalities and counties to establish summer youth work programs to provide temporary seasonal employment for eligible high school students.

Requires participating governments to compile a list of available jobs with detailed descriptions including start/end dates, duties, hours, minimum wage salary, and physical requirements, distributed to schools before March 1 annually and published on government websites.

Establishes eligibility requirements: students must be 16-19 years old, currently in high school, with no criminal convictions or pending charges except minor traffic violations; prioritizes placement for students from households with greatest financial need when applications exceed available positions.

Requires parental consent letters and liability waivers signed by students and parents/guardians before employment begins.

Permits governments to accept public or private funding for program administration and student wages, and authorizes grants to nonprofit entities providing jobs through the program; allows governments to contract with other organizations for program administration.
