Creates the crime of female genital mutilation, defining it as excision, infibulation, circumcision, narrowing of vaginal opening, or any harmful procedure to female genitalia including pricking, piercing, incising, scraping, or cauterizing.

Makes it unlawful to knowingly mutilate, attempt to mutilate, or facilitate mutilation of females under 18 years of age, or to knowingly transport minors out of state for mutilation purposes.

Establishes that belief, custom, ritual, or consent by the minor or parent/legal guardian are not valid defenses; exceptions only exist for procedures medically necessary to the minor's health or performed during labor/childbirth.

Classifies violation as aggravated assault punishable by imprisonment in county jail for up to one year or Department of Corrections custody for up to 20 years, and requires professionals holding state licenses to be reported to appropriate licensing boards for unprofessional conduct.

Takes effect July 1, 2020.
