Beginning with fiscal year 2022 budget requests, each state agency shall include a specific line item for each proposed expenditure of $5,000 or more, organized by major objects of expenditure including personal services, contractual services, commodities, capital outlay, vehicles, wireless communication devices, and subsidies/loans/grants.

Starting with fiscal year 2022, the Legislative Budget Office's recommended budget for general fund and special fund agencies must include specific line items for each proposed expenditure of $5,000 or more during the next fiscal year.

Beginning with appropriation bills for fiscal year 2022, each appropriation bill for state agencies and the Department of Transportation must include a specific line item for each proposed expenditure of $5,000 or more.

Starting with fiscal year 2022 operating budgets, each agency shall include specific line items for proposed expenditures of $5,000 or more, with line items corresponding to those in the agency's appropriation bill.

The Legislative Budget Office shall review agency budget requests for compliance with the new line item requirements and require revisions if budget requests are not sufficiently specific or detailed.
