Amends Mississippi's Public Employees' Retirement System (PERS) to apply special vesting rules to public safety employees (law enforcement officers, firefighters, and emergency management agency personnel) regardless of when they became system members.

Reduces vesting requirement to 4 years of membership service for public safety employees, compared to the standard 8 years for members who joined after July 1, 2007.

Entitles public safety employees to receive retirement allowance with 25 years of creditable service, regardless of age, whereas standard members require either age 60 with 4-8 years of service or 25-30 years of service depending on membership date.

Defines "public safety employee" to include municipal police officers, sheriffs, deputy sheriffs, constables, conservation officers, state correctional facility guards, firefighters, and emergency management agency personnel meeting specified training and certification standards.

Takes effect July 1, 2020.
