Allocates 10% of all Lottery Proceeds Fund deposits annually to the Department of Education's Office of School Improvement for funding school improvements.

Maintains existing requirement that lottery proceeds over $80 million annually be transferred to the Education Enhancement Fund for Early Childhood Learning Collaborative, Classroom Supply Fund, and other educational purposes.

Applies the 10% allocation to school improvements both before and after the July 1, 2028 transition date when lottery proceeds shift from the State Highway Fund to the State General Fund.

Takes effect July 1, 2020.
