Changes unlawful handgun possession by minors under age 18 from a delinquency offense to a misdemeanor.

Makes handgun possession by a minor under age 18 who has been previously convicted of a felony a felony offense.

Exempts minors engaged in hunter safety courses, firearms safety courses, target shooting at authorized ranges, organized firearms competitions, hunting/trapping with valid licenses, or traveling unloaded to/from these activities.

Exempts minors on property controlled by an adult with that adult's permission to possess a handgun, and minors using firearms for lawful self-defense at home.

Takes effect July 1, 2020.
