HB 1446 - Man's Right to Know Act of 2020

• Requires the State Department of Health to create and distribute informational materials about vasectomy, colonoscopy, and Viagra prescription procedures for male patients by December 1, 2020.

• Mandates attending physicians verbally review informational materials with every male patient seeking vasectomy, colonoscopy, or Viagra prescription, and requires a 24-hour waiting period between initial consultation and the procedure or prescription.

• Protects physicians from liability for refusing to perform vasectomy or colonoscopy or prescribe Viagra based on personal, moralistic, or religious beliefs.

• Requires physicians to perform a digital rectal exam and magnetic resonance imaging of the rectum before performing elective vasectomy or colonoscopy or prescribing Viagra.

• Establishes a registry of facilities providing abstinence counseling and semen storage services, and imposes a $100 civil penalty per occurrence for male masturbatory emissions outside of a woman's vagina or medical facility, with penalties deposited in a child protection fund.
