Creates a special fund in the State Treasury designated as the "Law Enforcement Officer Bulletproof Vest Grant Fund" under the direction of the Department of Public Safety.

Makes fund monies available to local law enforcement agencies as matching funds for federal grants to purchase bulletproof vests, limited to agencies with written bulletproof vest policies.

Authorizes the State Bond Commission to issue up to $500,000 in general obligation bonds to provide funding for the grant fund, with bond issuance authority expiring July 1, 2024.

Specifies that bonds mature within 25 years, are backed by the full faith and credit of Mississippi, and are exempt from state taxation.

Requires unused bond proceeds to be accounted for by the Department of Finance and Administration if not used within four years after deposit.
