Requires all public school districts and public postsecondary educational institutions to have automated external defibrillators (AEDs) in each educational building, central administrative office, and cafeteria, stored in secure and easily accessible locations.

Authorizes school districts and postsecondary institutions to lease AEDs with maintenance and upgrade provisions, or purchase them if funds are available, with required service and maintenance agreements.

Mandates each school district and institution adopt a policy addressing AED maintenance, storage, testing, and use, with only licensed medical professionals or trained school personnel authorized to operate AEDs in cardiac arrest situations.

Requires the State Department of Health, in consultation with education officials, to establish guidelines for AED policies and adopt rules governing maintenance, storage, testing, and use; provides for annual training and at least twice-annual AED inspections.

Provides liability protection for licensed medical professionals, trained designees, and physicians acting in good faith under the act, excluding willful misconduct, gross negligence, and recklessness; effective July 1, 2020.
