Amends Chapter 909 of Local and Private Laws of 2013 to clarify the City of Pass Christian's authority to regulate low-speed vehicles and golf carts within city limits.

Allows the Mayor and Board of Aldermen to authorize operation of low-speed vehicles and golf carts on public roads and streets with speed limits of 25 miles per hour or less by ordinance, which may include conditions and can be revoked at any time.

Requires operators to possess a valid driver's license or temporary permit and proof of insurance; prohibits operation on interstate highways and designated highways except for crossing, requiring drivers to use the outside lane on multi-lane streets.

Establishes a registration requirement with the city; owners must display a registration decal as determined by the city and maintain proof of insurance and valid driver's license while operating the vehicles on city roads and streets.

Authorizes the city to establish a registration fee by ordinance, to be retained by the municipal clerk and deposited into the municipal general fund.
