Establishes a secure online voter registration system administered by the Secretary of State in coordination with the Mississippi Department of Public Safety for first-time voters and existing voters seeking to update registration information.

Requires applicants to possess a current and valid Mississippi driver's license or photo identification card, with verification of driver's license number, name, and date of birth matching Department of Public Safety records.

Allows county registrars to review and approve or reject online applications, with rejected applications occurring if required information does not match records or applications are incomplete.

Amends voter transfer procedures to permit written or online requests for precinct transfers, and directs county registrars to provide instructions for online registration applications in public schools.

Effective date July 1, 2020.
