• Establishes the "Peer-to-Peer Vehicle Sharing Program Act" to regulate platforms that connect vehicle owners with drivers for short-term vehicle sharing (30 days or less).

• Requires peer-to-peer vehicle sharing programs to maintain minimum liability insurance coverage of at least $63-15-3(j) amounts for bodily injury, property damage, and uninsured/underinsured motorist benefits during sharing periods.

• Allows insurers to exclude coverage for vehicles used in peer-to-peer sharing programs and permits owners' insurers to seek contribution against the sharing program for claims.

• Imposes 6% additional tax on peer-to-peer vehicle sharing programs and 7% sales tax on program income; requires programs to collect and retain usage records for three years.

• Amends multiple sections of Mississippi Code to include peer-to-peer vehicle sharing in vehicle licensing requirements, sales tax definitions, insurance producer licensing, and airport usage agreements; effective September 1, 2020.
