Requires school districts to recognize and implement Diabetes Medical Management Plans developed by students' health care providers beginning with the 2021-2022 school year.

Allows students with diabetes to perform monitoring and treatment functions (blood glucose checks, insulin/glucagon administration, treating high/low blood sugar) in designated school areas upon written parent request and health care provider authorization.

Exempts school district employees and volunteer care providers from liability for actions taken under the act, including those who conduct training in glucagon and insulin administration.

Requires school districts to maintain copies of diabetes management plans, lists of trained volunteer care providers, and parent authorizations; mandates annual training of volunteer personnel by licensed registered nurses or approved health care professionals.

Directs the State Department of Education and State Department of Health to develop training programs, guidelines, and regulations to implement the act and submit recommendations to legislative committees by December 1, 2020.
