Creates a central registry maintained by the Mississippi Bureau of Investigation for persons convicted of, pleading guilty to, or having deferred/withheld adjudication for offenses against peace officers, including terrorism offenses under state or federal law.

Requires eligible adults to register with their county sheriff and local police chief (if applicable) within 10 days of establishing residence in Mississippi or within 10 days of release from confinement, providing name, address, date of birth, social security number, aliases, conviction details, and fingerprints.

Mandates law enforcement agencies forward registration information to the bureau within 5 days and requires the Department of Corrections to transmit information for released prisoners within 5 days; registration must be maintained for 10 years.

Establishes an annual verification process where the bureau mails nonforwardable verification forms to registrants' last reported addresses, with failure to return within 30 days triggering sheriff notification.

Establishes that failure to register is a misdemeanor punishable by a fine up to $500, imprisonment of 30-90 days, or both; provides liability protection for law enforcement agencies except in cases of willful, wanton, or grossly negligent conduct.
