Creates a new Twenty-third Circuit Court District composed of DeSoto County, effective January 1, 2023, with two circuit judges and four legal assistants.

Reduces the Seventeenth Circuit Court District by removing DeSoto County, reducing circuit judges from four to two and legal assistants from seven to three, effective January 1, 2023.

Establishes procedures for filling the new Twenty-third Circuit District judge position in the November 2022 judicial election and the district attorney position through transition of the current Seventeenth District attorney.

Adds one chancellor to the Third Chancery Court District (increasing from three to four chancellors) effective January 1, 2027, with two chancellors in Subdistrict 3-1 (DeSoto County) and two in Subdistrict 3-2.

Updates criminal investigator authorizations to include the Twenty-third Circuit Court District, allowing two criminal investigators for that district, effective January 1, 2023.
