Allows disabled veterans sued by creditors seeking to collect debts from disability benefits to appeal trial court decisions in forma pauperis (without paying court fees or costs).

Requires disabled veteran defendants to file a motion for leave to proceed in forma pauperis in trial court with an affidavit establishing disabled veteran status; if granted, the veteran may proceed without further application or fees in appellate courts including the Mississippi Supreme Court.

Trial court must provide written reasons if denying the motion for in forma pauperis status.

Permits disabled veterans who were allowed to proceed in forma pauperis at trial to continue on appeal without further authorization, unless the trial court certifies in writing that the veteran is no longer disabled and ineligible.

Allows disabled veterans denied in forma pauperis status by trial court to file a motion with the Mississippi Supreme Court within 30 days, accompanied by the trial court's written reasons for denial.

Effective July 1, 2020.
