Expands Mississippi Medicaid eligibility to include individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and whose income does not exceed 133% of the federal poverty level, as authorized under the Affordable Care Act.

Eligible individuals under the new category receive benchmark coverage or benchmark equivalent coverage as defined in Section 1937 of the federal Social Security Act.

The Division of Medicaid determines eligibility for covered individuals and must redetermine eligibility for all recipient categories no less frequently than required by federal law.

The Division of Medicaid must apply to the Centers for Medicare and Medicaid Services for any necessary waivers to implement the expansion.

The bill takes effect July 1, 2020.
