Grants the Commissioner of Agriculture and Commerce authority to provide exceptions to weighing device requirements for devices that dispense liquid or nonliquid agricultural commodities.

Exempts weighing devices approved by the Commissioner from mandatory National Type Evaluation Program (NTEP) and National Institute of Standards and Technology (NIST) testing requirements.

Allows the Commissioner to issue reasonable regulations ensuring commodity amounts are determined accurately and in accordance with good commercial practices.

Changes references in the statute from "director" to "commissioner" to reflect current departmental terminology.

Becomes effective July 1, 2020.
