Prohibits privately operated correctional facilities currently housing state offenders from increasing their housing capacity.

Prohibits the state from entering into any new contractual agreements with private entities for housing state offenders at privately operated facilities.

Amends existing Mississippi Code sections (47-4-1, 47-4-3, 47-4-5, 47-4-11, 47-5-1105, 47-5-1109, 47-5-1115, 47-5-1207, 47-5-1211, 47-5-1213, and 47-5-1219) to apply these restrictions to all private correctional contracts.

Allows existing private correctional facilities to continue operating under current contracts but prevents any expansion or new agreements for state inmate housing.

Takes effect upon passage.
