Authorizes distinctive motor vehicle license tags for supporters of the former Hinds Agricultural High School and former Utica Junior College, effective July 1, 2020.

Imposes an additional fee of $30.00 annually for each distinctive license tag, paid at registration and renewal, with $2.00 retained by county tax collectors for the county general fund.

Distributes the remaining $28.00 of each $30.00 fee as follows: $24.00 to the Hinds Agricultural High School Alumni Association, $1.00 to the Mississippi Burn Care Fund, $2.00 to the State Highway Fund, and $1.00 to the special fund under Section 27-19-44.2.

Requires application through county tax collectors and replacement of regular license tags with distinctive tags; provides for replacement tags at $10.00 with 5% retained by the tax collector.

Applies to Mississippi residents who own noncommercial motor vehicles and have paid all required road, bridge, and ad valorem taxes and registration fees.
