Requires prescribers to discuss risks and alternatives with patients before issuing the initial prescription for Schedule II controlled substances or opioid drugs for acute or chronic pain treatment.

Mandates a second risk discussion before issuing the third prescription in the course of treatment, or with the patient's parent/guardian if the patient is under 18 and not emancipated.

Specifies discussion must cover addiction and overdose risks, dangers of mixing opioids with alcohol and benzodiazepines, reasons for the prescription necessity, and available alternative treatments.

Requires practitioners to document in the patient's medical record that the risk discussion occurred and that alternatives were discussed.

Takes effect July 1, 2020.
